Dubai introduces easier medical visa system to attract international patients

Dubai: Patients travelling to Dubai for medical treatment are set to benefit from a faster and more streamlined healthcare experience under a new strategic partnership between the General Directorate of Identity and Foreigners Affairs – Dubai and the Dubai Health Authority.

The collaboration aims to simplify procedures for international patients, making their journey to Dubai for treatment more seamless while enhancing the emirate’s appeal as a leading destination for medical tourism.

The two government entities signed a Memorandum of Understanding (MoU) on Tuesday aimed at delivering a fully integrated treatment and recovery journey for international patients, covering every stage from medical visa applications to post-treatment follow-up care.

The agreement seeks to strengthen coordination between residency, visa and healthcare services, creating a more seamless experience for medical travellers while further reinforcing Dubai’s status as a leading global destination for health tourism and high-quality healthcare.

The MoU was signed between the General Directorate of Identity and Foreigners Affairs – Dubai and the Dubai Health Authority, reflecting the emirate’s broader efforts to integrate government services and enhance the patient experience.

The Memorandum of Understanding was signed by Mohammed Ahmed Al Marri, Director General of General Directorate of Identity and Foreigners Affairs – Dubai, and Alawi Sheikh Ali, Director General of the Dubai Health Authority, at GDRFA Dubai headquarters.

Under the agreement, the two entities will collaborate to streamline medical visa procedures and deliver a more seamless experience for international patients, with support beginning before their arrival in Dubai and continuing throughout their treatment and recovery journey. The initiative is designed to improve service integration and enhance the overall healthcare travel experience for visitors seeking treatment in the emirate.

The partnership is also expected to support Dubai’s expanding health tourism sector by promoting the emirate’s healthcare ecosystem internationally through the Dubai Health Experience initiative.

A key element of the agreement involves strengthening electronic integration between the systems of both organisations, enabling more efficient coordination and delivery of services. The collaboration will also facilitate greater integration with the health insurance ecosystem and introduce mechanisms that allow members of the Dubai Health Experience network to process medical visa applications more efficiently for patients travelling from outside the UAE.

Officials said the partnership creates a foundation for future innovations, including the introduction of a smart medical visa and the expansion of proactive digital services aimed at enhancing the patient journey and reinforcing Dubai’s competitiveness as a global health tourism destination.

Mohammed Ahmed Al Marri described the agreement as a reflection of Dubai’s commitment to integrated government services, noting that the focus is increasingly on building interconnected service ecosystems that place people at the heart of government service delivery.

“This partnership is rooted in Dubai’s vision of integration, innovation and delivering exceptional experiences. We are working to build a more flexible and seamless ecosystem that connects residency and healthcare services, further enhancing Dubai’s global competitiveness in medical tourism,” Al Marri said.

He added that General Directorate of Identity and Foreigners Affairs – Dubai will continue to develop proactive digital solutions in collaboration with government partners to improve quality of life and strengthen public confidence in government services.

Meanwhile, Alawi Sheikh Ali said health tourism goes beyond medical treatment and encompasses the entire patient journey, including accessibility, quality of care and the ease of administrative procedures.

“Health tourism is an integrated human experience. This agreement supports Dubai’s efforts to strengthen its position as a global destination for healthcare and wellness through an interconnected service model that provides patients with a seamless and integrated journey,” he said.

The agreement aligns with wider government objectives aimed at enhancing cooperation among public-sector entities and delivering interconnected, proactive and people-centred services. It also supports the goals of the Dubai Economic Agenda D33, Dubai Social Agenda 33 and the We the UAE 2031 vision.

Officials said the partnership reflects the shared commitment of General Directorate of Identity and Foreigners Affairs – Dubai and the Dubai Health Authority to developing innovative government operating models that improve service quality, strengthen institutional integration and support Dubai’s ambition to remain one of the world’s leading destinations to live, work and visit.

The agreement is aligned with broader government efforts to strengthen collaboration among public-sector entities and deliver more connected, proactive and people-centred services. It also supports the objectives of the Dubai Economic Agenda D33, Dubai Social Agenda 33 and the We the UAE 2031 agenda.
