Abu Dhabi: More than one million school students across the UAE, along with university students, returned to in-person learning yesterday. The move reflects a strong message of confidence and reassurance, highlighting the education system’s readiness and its ability to maintain learning and normal daily operations efficiently under all circumstances.

This reflects the deeply rooted values of resilience, adaptability, and positive responsiveness embraced by the people of the UAE—qualities that continue to support students in pursuing their educational journeys and future aspirations with confidence and stability.

Students across public and private schools nationwide returned to classrooms on Monday morning in line with directives and guidelines issued by the Ministry of Education. School transport services also operated as normal, as part of the state’s ongoing assessment approach during this phase, ensuring uninterrupted learning and the smooth delivery of educational services.

The continued stability and smooth functioning of the education system reflect strong student support, underpinned by a flexible framework that enables a seamless shift between in-person and remote learning when required, without affecting academic progress.

These measures reflect the UAE’s strong ability to balance safety with the continuity of daily life through a careful and responsible approach, further demonstrating the country’s capability in managing exceptional situations.

The current education landscape highlights the preparedness of national institutions and the public’s confidence in leadership’s ability to handle challenges efficiently within a secure and stable environment.

The return to in-person learning further reinforces that resuming studies goes beyond academic continuity, reflecting the country’s institutional readiness and overall national stability.

Preparedness and Flexibility

The education sector demonstrated a high level of preparedness among administrative and teaching staff following specialised training conducted over the recent period.

The training focused on effective communication protocols with school administrations and parents during emergencies, the fundamentals of educational crisis and disaster management, and the development of practical response skills, including basic first aid and injury management during evacuation procedures.

It also included evacuation planning and the safe guidance of students along designated routes to assembly points, as well as providing initial psychological support to students experiencing anxiety or fear.

In addition, the training reinforced a clear understanding of officially approved emergency response protocols issued by the Ministry of Education and the National Emergency, Crisis and Disaster Management Authority.

The Ministry also introduced flexible arrival and departure timings to help reduce congestion and ensure the safety of students, staff, and parents.

Morning assemblies held in outdoor courtyards were temporarily suspended and replaced with appropriate indoor alternatives suited to each school’s facilities.

Additional measures included restricting activities to indoor spaces and preventing gatherings in nurseries, kindergartens, and school campuses. Students were also required to remain in classrooms during the school day and avoid close proximity to windows and glass facades.

Movement between classrooms and open areas during breaks and lesson transitions was further minimised.

Attendance, departure, and internal movement procedures were carefully regulated to avoid congestion at school gates and external gathering areas.

Age-appropriate educational awareness content was also introduced to strengthen safety awareness and reinforce precautionary measures.

Operational Requirements

The Ministry of Education outlined six key operational requirements designed to improve preparedness and enhance emergency response efficiency.

Foremost among these requirements is obtaining official readiness certification for school buildings and facilities in line with approved safety and security standards, whether issued by the Ministry or relevant local educational authorities.

The measures also include identifying and equipping safe indoor zones, developing emergency response plans aligned with approved standards and securing official approval, as well as implementing regular training programmes for staff in first aid, evacuation procedures, emergency response, student management during crises, and psychological and moral support.

Ministerial guidelines further stress the importance of ensuring clearly accessible emergency exits, well-marked evacuation routes leading to assembly points and designated safe areas, and maintaining fully functional first aid kits and fire safety systems.

The standards additionally require nurseries to provide specialised infant evacuation carts for rapid deployment during emergencies, improving response time and ensuring the safety of younger children.

Governance of Procedures

School administrations play a central role in governing these procedures and ensuring their accurate implementation on the ground. This includes activating all approved instructions and regulations, obtaining official approval for emergency and evacuation plans, and continuously evaluating the readiness of facilities and operational systems for immediate response.

Their responsibilities also extend to designating safe indoor zones, installing clear directional signage and route guidance boards, and carrying out ongoing field monitoring to ensure full compliance while promptly identifying and addressing any operational gaps.

In addition, school administrations are required to prepare educational and awareness materials explaining safety procedures and evacuation protocols, as well as regularly updating parent contact information to ensure rapid communication when needed.
