Dubai: Saudi Arabia has approved a framework that enables investors to develop residential projects through a partial land ownership model, a move designed to encourage real estate investment and increase opportunities for home ownership.

The decision was endorsed during a Cabinet meeting held in Jeddah on Tuesday, chaired by Crown Prince Mohammed bin Salman.

The new framework is expected to offer greater flexibility to real estate developers by enabling housing projects to operate under a partial ownership model. The move is aimed at supporting the development of integrated residential communities and expanding investment opportunities within the property sector.

The Cabinet stated that the measure is part of the Kingdom’s broader efforts to modernise the real estate sector, promote private sector involvement, and enhance housing accessibility in line with the goals of Saudi Vision 2030.

The government has not yet announced additional details regarding the rollout timeline or the eligibility requirements for the new ownership model.
