CDA signs MoU with Emirates Scholar Center to advance evidence-based policymaking.

Dubai: Dubai is placing greater emphasis on research and data to inform social policymaking, with the Community Development Authority (CDA) signing a memorandum of understanding (MoU) with the Emirates Scholar Center for Research and Studies.
The partnership seeks to strengthen social research and support the development of evidence-based policies, programmes and services that better address the needs of individuals and families across the emirate.
Under the agreement, the two parties will conduct joint scientific studies on priority social issues and develop research methodologies aligned with international best practices. The findings will also be published in peer-reviewed scientific journals, contributing to the broader field of social research.
Tracking social trends
The partnership will also support the development of analyses, indicators, reports, policy briefs and dashboards aimed at providing deeper insights into social trends and helping policymakers make more informed decisions.
The partnership will also focus on developing national research talent through specialised training programmes and workshops. It will further support efforts to establish the CDA’s Social Observatory as an accredited specialised research centre.
As an initial step, the two parties will organise specialised lectures, workshops and training programmes in scientific research to strengthen research capabilities within the CDA and promote greater use of data and evidence in shaping social policies and services.
A proactive approach
Shaikha Al Jarman, CEO of the Social Development Sector at the CDA, said building an advanced knowledge ecosystem is key to strengthening the social sector’s preparedness for future challenges.
She said the partnership would strengthen evidence-based research practices and help translate research findings into more proactive and effective social policies, frameworks and programmes.
“This partnership represents an important step towards strengthening the integration of knowledge and practical expertise,” Al Jarman said.
She added that the initiative would support the development of social insights and analysis to advance solutions and services, strengthen the social sector’s ability to respond to societal changes, and create sustainable impact that enhances quality of life in Dubai.
Combining research with practical expertise
Dr Firas Habbal, President of the Emirates Scholar Center for Research and Studies, said the partnership would bring together scientific knowledge, practical expertise and advanced research and analytical tools.
He said the collaboration would strengthen research capabilities within the CDA and help turn research findings into practical solutions that improve quality of life and contribute to building a more sustainable society.
The initiative aligns with the objectives of the Dubai Social Agenda 33 and supports the emirate’s efforts to develop a more integrated, knowledge-driven social development ecosystem.
