Miran explained that affordability is a major consideration in the planning process, alongside ensuring that schools are established in neighbourhoods where families live. This approach is intended to reduce lengthy daily journeys for students and parents.
She added that KHDA’s initiatives, policies and partnerships are designed to build an education system that meets learners’ needs, strengthens their skills and identity, and creates greater opportunities while supporting Dubai’s international competitiveness.

How Many New School Places Are Being Introduced in Dubai?

- Seven private schools, offering approximately 17,000 additional student places.
- 17 early childhood centres, creating more than 1,700 places for younger children.

Over the past two academic years, a total of 51 new private educational institutions have opened across Dubai.

A school with lower annual fees could still prove expensive for families if it requires long daily commutes, additional transport payments or other related expenses.

GEMS Education is witnessing increasing demand for mid-priced schools in Dubai, reflecting parents’ growing preference for quality education that fits within their household budgets.
Dino Varkey, Group CEO of GEMS Education, said the company’s mid-market schools welcomed approximately 4,500 new students this year, compared with around 4,300 the previous year.
He explained that families are not necessarily searching for the cheapest schools. Instead, they are looking for the best educational experience they can afford, considering academic performance, teaching quality, student wellbeing, curriculum options and location.
Demand has also remained strong in the mid-market-plus category, where new enrolments increased from approximately 2,250 two years ago to more than 2,690 this year.
GEMS Plans 20,000 Additional School Places
To accommodate growing demand, GEMS Education is investing in additional school capacity, with a substantial proportion dedicated to affordable and mid-priced education.
For the 2026–27 academic year, the group has introduced approximately 5,000 new student places across Dubai.
Over the next three years, GEMS plans to create around 20,000 additional places across Dubai and Abu Dhabi, supported by an estimated investment of Dh2 billion.
Varkey said approximately 75% of this planned capacity will cater to families seeking affordable and mid-market schooling.
Taaleem Expands Community-Based Education Options
Alan Williamson, CEO of Taaleem, highlighted the Dubai Schools campuses in Al Barsha, Al Khawaneej and Nad Al Sheba as examples of institutions providing international education at more accessible tuition rates.
He also pointed to the Dubai Government’s Dh530 million investment in expanding the Dubai Schools initiative, which aims to provide 15,000 student places by 2033.
According to Williamson, the investment demonstrates the growing importance of making quality education accessible as Dubai’s population increases.
Taaleem also operates schools across different tuition categories.
Fees at Dubai British School Jumeira begin at Dh43,500, while Dubai British School Mira offers places starting from Dh51,477.
Williamson said DBS Mira has experienced considerably stronger enrolment than originally anticipated.
When the school opened in 2025, it welcomed more than 700 students, significantly exceeding its initial projection of approximately 400.
By its second academic year, enrolment had surpassed 1,200 students.
The rapid growth reflects the importance families place on having schools within easy reach of their homes.
DBS Mira was established to serve residents of Mira, Town Square and nearby neighbourhoods, and Williamson described it as a school that has developed strong connections with its surrounding community.
What Options Are Available for Families Seeking Different Curricula?
Expanding affordable education in Dubai does not mean offering a single curriculum or learning model.
The emirate’s private education sector includes British, American, International Baccalaureate (IB), Indian and several other curricula.
Parents must therefore consider their preferred education system alongside tuition fees, school location and the needs of their children.
Williamson said demand extends beyond British-curriculum schools, with Taaleem also experiencing considerable interest in its IB institutions.
To accommodate this growth, the operator has added more than 500 student places at Greenfield International School.
Poonam Bhojani, CEO of Innoventures Education, said rising student enrolment reflects Dubai’s continued attractiveness to families from different backgrounds.
However, she emphasised that schools must provide a range of affordable fee structures and educational pathways to meet varying family requirements.
According to Bhojani, parents increasingly want high-quality education at tuition levels they can comfortably maintain throughout their children’s schooling.
She highlighted two new institutions, Dubai International Academy – Town Square and Raffles World Academy – Sharjah, as examples of efforts to broaden educational choices.
Both schools aim to combine strong academic standards with student wellbeing and comprehensive personal development.
Does Choosing an Affordable School Mean Compromising on Quality?

According to him, affordable schooling should not involve sacrificing educational standards. Instead, the objective should be to make quality learning opportunities accessible to a wider range of families.
