UAE delivery riders to face stricter regulations in 2027, including a ban on backpacks and carrying passengers.

Date:

The new regulations also mandate approved equipment, official uniforms and valid professional permits for all delivery riders.

Dubai: Delivery riders across the UAE will face stricter regulations from January 1, 2027, including a ban on using backpacks to carry orders and transporting passengers on motorcycles registered for delivery services.

The new rules are part of the implementing regulations of Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic. Under the regulations, delivery riders must use approved equipment to transport orders and follow specific safety and operational requirements.

Issued under Cabinet Decision No. 174 of 2026, the regulations outline eight key obligations for professional drivers and delivery vehicle operators:

  • Ban on delivery backpacks: Riders are prohibited from carrying delivery orders in backpacks and must use approved loading equipment.
  • Passenger restrictions: Delivery motorcycle riders cannot carry another person while performing delivery duties on motorcycles licensed for delivery services.
  • Approved vehicle systems: Drivers must log in to the vehicle systems approved by the relevant authorities and follow the prescribed operating instructions.
  • Uniform and appearance: Delivery personnel must wear the required uniforms and maintain a neat and presentable appearance.
  • Professional driving permits: Riders must carry their professional permits and produce them when requested by the authorities.
  • Restricted items: Drivers are prohibited from transporting or delivering banned substances, prohibited goods or items that violate public order.
  • Valid professional licences: Drivers cannot undertake professional delivery activities without a valid permit or with an expired one.
  • Compliance with additional conditions: Riders must follow any further requirements established by the relevant licensing or traffic enforcement authorities.

Additional safety rules for motorcycle riders

The regulations also introduce specific road safety requirements for motorcycle users.

Riders must keep both hands on the handlebars while operating their motorcycles, except when using a hand signal. They are also prohibited from weaving through traffic, riding at excessive speeds or engaging in any behaviour that could put other road users at risk.

Motorcyclists are required to wear protective helmets and ride in single file, maintaining a line behind one another unless road conditions or other circumstances make this impractical.

Additionally, riders cannot use another vehicle to tow or push their motorcycles. Carrying passengers is also prohibited unless the motorcycle is specifically designed and equipped for that purpose.
