The city saw robust activity in Q1 2026, with Dubai Municipality reporting over 10,700 building permits issued and a significant increase in total built-up area.
Dubai Municipality issued 10,776 building permits in Q1 2026, representing a 12% rise compared with the same period in 2025. Total permitted built-up area surged to almost 3.9 million square metres, up 48% year-on-year, highlighting sustained investor confidence and continued growth across residential, commercial, and service-oriented developments.
Key construction indicators for Q1 2026
- Concrete supplied: 824,381 cubic metres delivered to active sites, reflecting steady progress on ongoing projects.
- Structural inspections: 10,855 inspections conducted, underscoring strong regulatory oversight and compliance with engineering standards.
- Building completion certificates: 3,154 certificates issued, signalling faster project delivery and improved efficiency across the construction lifecycle.
These metrics collectively highlight Dubai’s robust construction activity and the emirate’s continued focus on quality, safety, and timely project execution.
Dubai Municipality attributed the surge in permit issuance to digital services and streamlined licensing processes, which have reduced processing times and enhanced the customer experience.
The growth aligns with broader strategic frameworks, including the Dubai Economic Agenda D33 and the Dubai 2040 Urban Master Plan, both aimed at promoting sustainable urban development and long-term economic growth.
Maryam Al Muhairi, CEO of the Building Regulation and Permits Agency, highlighted that the strong performance reflects Dubai’s ongoing development momentum and the efficiency of its integrated regulatory systems.
She stated:
“These indicators reflect the scale of development momentum across Dubai and the efficiency of the integrated system led by Dubai Municipality to regulate and advance the construction sector, in alignment with the objectives of the Dubai Economic Agenda D33 and the Dubai 2040 Urban Master Plan. The continued growth in permit issuance and accelerated project completion confirms the success of our efforts to build a flexible and sustainable urban environment driven by innovation, where regulatory frameworks are integrated with smart solutions to enhance execution efficiency and the quality of outcomes.”
