Ajman has officially launched the implementation phase of its government-wide artificial intelligence programme, marking a significant step in the emirate’s efforts to integrate AI solutions across public sector entities.
The executive phase of the initiative was announced by Sheikh Humaid bin Ammar Al Nuaimi, Member of the Executive Council and Leader of the Ajman Artificial Intelligence Programme.
The initiative aims to equip government entities with the capabilities needed to adopt AI technologies through a structured institutional framework focused on governance, skills development, digital transformation and the responsible deployment of emerging technologies.
The rollout is expected to help government entities integrate AI into their operations, improve efficiency and enhance public services while ensuring the responsible and effective use of emerging technologies.
The three-year programme includes four regulatory instruments approved under its first package. Its scope covers the eight pillars of Ajman Vision, with a target of developing 100 AI initiatives across government entities.
First regulatory package
The first regulatory package establishes the governance structure and operational framework for the programme through the following instruments:
Programme Leader’s Decision No. (1) of 2026
- Establishing the Enablement and Governance Committees.
- Regulating the formation of the Executive Team.
- Defining the distribution of responsibilities among the programme’s components.
Announcement No. (1) of 2026
- Officially launching the programme.
- Defining the programme’s vision, objectives and participating entities.
- Establishing institutional coordination and the governance framework.
Executive Order No. (1) of 2026
- Setting the start of implementation and defining timelines.
- Establishing deadlines for the two committees and the roles matrix.
- Appointing coordinators and preparing the operational framework.
The programme was initially launched in May 2026, followed by its first coordination meeting. In July, the institutional model was adopted and requirements for the first phase were identified.
In August, the emirate began adopting the first regulatory package and moved into the executive phase of the programme.
The executive phase will focus on:
- Activating the Enablement and Governance Committees and the Executive Team.
- Appointing programme coordinators across government entities.
- Conducting a comprehensive inventory of AI use cases.
- Developing a unified operational framework and templates for approving AI initiatives.
