Sajeer Palli Mooppam was sought by Delhi Police over allegations that he drugged and raped a 20-year-old woman in a hotel room.

An Indian fugitive wanted in a sexual assault case has been extradited from the UAE, the Central Bureau of Investigation (CBI) said.
Sajeer Palli Mooppam was the subject of an Interpol Red Notice issued at the request of Delhi Police. He was wanted in connection with a case involving the alleged sexual assault of a 20-year-old woman.
A Delhi Police escort team travelled to the UAE to bring Mooppam back to India. He arrived in New Delhi with the team on November 4.
Details of the case
The investigation revealed that the accused and an accomplice allegedly forced a drug on the 20-year-old woman, leaving her incapacitated. Mooppam then reportedly took her to a hotel, where he checked in using fake credentials.
He allegedly sexually assaulted the woman. Subsequent medical and forensic reports corroborated the rape, according to the investigation. A comprehensive chargesheet has been filed before the competent court.
Interpol Red Notice and arrest
According to Interpol, a Red Notice is “a request to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action”.
A Red Notice is issued at the request of a member country and is based on an arrest warrant or court order issued by that country.
It contains:
- Details to help identify the wanted person, including their name, date of birth, nationality, hair and eye colour, photographs and fingerprints, where available.
- Information about the alleged crime for which the person is wanted, which may include murder, rape, child abuse or armed robbery.
At the request of Delhi Police, the CBI secured the publication of an Interpol Red Notice against Mooppam. UAE authorities subsequently arrested him and, after completing the required legal procedures, extradited him to India.
