Umm Al Quwain introduces new laws to regulate vehicle parking and public-private partnerships

Date:

The Ruler of Umm Al Quwain has issued an Emiri Decree and two new laws for 2026, establishing an Endowment Committee for minors and introducing regulations governing public-private partnerships and vehicle parking.

Umm Al Quwain has introduced new legislation to regulate vehicle parking across the emirate, alongside two additional measures issued by Sheikh Saud bin Rashid Al Mualla, Supreme Council Member and Ruler of Umm Al Quwain.

Under Law No. (5) of 2026, the emirate will establish a regulatory framework covering public and private parking facilities, parking spaces within real estate development projects, and other locations designated by the relevant authorities.

The legislation forms part of a broader package comprising two laws and an Emiri Decree issued for 2026. These measures address vehicle parking regulations, public-private sector partnerships, and the establishment of a committee responsible for managing and safeguarding the assets of minors and individuals with similar legal status.

Emiri Decree No. (3) of 2026 establishes the Endowment and Funds Management Committee for Minors and Those Under Their Status in Umm Al Quwain.

The committee will be responsible for protecting, administering and investing the financial assets of minors and other individuals covered by the decree, ensuring that their interests remain a priority.

Its responsibilities will be carried out in accordance with the decree’s provisions, the Personal Status Law and the principles of Islamic Sharia.

Meanwhile, Law No. (4) of 2026 introduces a legal framework governing partnerships between government entities and private businesses in the emirate.

The legislation seeks to strengthen cooperation between the public and private sectors, support economic development and encourage greater private-sector involvement in implementing development projects.

It also aims to attract investment from domestic, regional and international investors across a range of industries, contributing to Umm Al Quwain’s wider development objectives.
