Helmet use, designated lanes and speed limits highlighted in Abu Dhabi’s e-scooter safety campaign.

Abu Dhabi Police have issued nine safety guidelines for electric bicycle and e-scooter users, encouraging riders to adopt responsible habits and follow regulations to ensure their safety and that of other road users.
The guidelines emphasise the use of protective gear, designated cycling paths, speed limit compliance and avoiding distractions while riding.
9 safety rules for electric bicycle and e-scooter riders
1. Wear protective equipment
Riders must use safety gear such as helmets, knee pads and elbow pads to reduce the risk of injuries in the event of an accident.
2. Use designated cycling paths
Electric bicycle and e-scooter users should ride only on approved cycling lanes, travel in the same direction as traffic and avoid roads intended for motor vehicles.
3. Follow speed limits
Riders must comply with posted speed limits and avoid excessive speeds that could endanger themselves or others.
4. Do not carry passengers or heavy loads
Carrying extra passengers or bulky items can affect balance and control, increasing the risk of accidents.
5. Avoid using earphones while riding
Riders should avoid wearing earphones to stay alert and remain aware of traffic, pedestrians and potential hazards.
6. Follow traffic signals and signs
Users must obey traffic lights, road signs and safety instructions, while giving priority to other road users where required.
7. Avoid distractions while riding
Riders should not use mobile phones, hands-free devices or other equipment that could reduce concentration and affect safe riding.
8. Check the scooter or bicycle before use
Before starting a journey, riders should ensure their vehicle is in good condition, especially checking brakes, tyres and lights.
9. Ride cautiously in crowded areas
In busy locations, riders should reduce speed, give way to pedestrians and avoid risky overtaking, sudden movements or stunts.
E-scooter safety warning after crash videos
Earlier this week, Abu Dhabi Police shared videos highlighting serious accidents involving electric bicycles and e-scooters, warning riders against using unauthorised areas or ignoring safety requirements.
Authorities urged users to ride only on designated tracks and approved areas, avoid main roads shared with vehicles and always wear protective equipment, including helmets, knee pads and elbow pads.
Authorities also urged parents to closely supervise children using e-scooters and electric bicycles, ensure they wear appropriate safety gear and teach them responsible riding habits to help prevent accidents.
Common e-scooter violations and fines
Under Executive Council Resolution No. (13) of 2022, authorities are empowered to issue fines for violations related to electric bicycle and e-scooter regulations.
Common penalties include:
- Riding without a valid permit: Dh200 fine
- Carrying a passenger on an e-scooter: Dh300 fine
- Using roads with speed limits above 60km/h: Dh300 fine
- Riding outside designated lanes: Dh200 fine
- Parking in a way that blocks traffic or pedestrian movement: Dh200 fine
Authorities stressed that following safety rules and riding responsibly can help reduce accidents and improve road safety for riders, pedestrians and other road users.
