The United Arab Emirates continues to strengthen its position as one of the world’s most widely recognised driving licence jurisdictions, with Emirati citizens now able to use or exchange their UAE driving licences in 34 countries and international destinations.

The UAE Ministry of Interior has outlined a range of driving facilitation measures for Emirati nationals abroad under its “Murkhoos” initiative, which governs the recognition and exchange of driving licences. According to official data, UAE citizens can exchange their UAE driving licence for a local one when residing in 34 international destinations. In addition, they are permitted to drive using their UAE licence while visiting 33 of those destinations without needing to obtain a new licence.

Recognitions and exchange services

The Ministry’s “Murkhoos” initiative offers driving licence recognition and exchange services that allow UAE citizens to use their national driving licences in several countries worldwide and convert them into local licences upon taking up residency.

The initiative also allows visitors to the UAE to drive using their home-country licences and to exchange them for a UAE driving licence once they become residents.

A testament to the UAE’s advanced traffic system

The wide international recognition of the UAE driving licence reflects global confidence in the country’s traffic management systems, driver training programmes, licensing procedures and road safety standards. The Ministry of Interior explains that “recognition” refers to the use of a UAE national driving licence by Emirati citizens outside the country for non-residency purposes, as well as the use of foreign national licences by visitors in the UAE. “Exchange”, meanwhile, refers to the replacement of a UAE driving licence with a local licence when an Emirati citizen takes up residency abroad, or the conversion of a foreign licence into a UAE licence when a visitor becomes a resident.

Countries allowing licence exchange for UAE citizens

Emirati citizens can drive using their UAE licence or exchange it upon residency in several destinations, including: Estonia, Albania, Portugal, the People’s Republic of China, Hungary, Greece, Ukraine, Bulgaria, Slovakia, Slovenia, Serbia, Cyprus, Latvia, Luxembourg, Lithuania, Malta, Iceland, Montenegro, Israel, Azerbaijan, Belarus, Uzbekistan, the United Kingdom, Austria, Denmark, the Netherlands, Poland, Finland, Croatia, the U.S. state of Texas, North Macedonia, Kosovo and Kyrgyzstan.

South Korea currently allows the exchange of UAE driving licences for residents only.

53 nationalities eligible for UAE licence exchange

Data from the “Murkhoos” service also show that citizens of 53 countries can exchange their national driving licences for a UAE driving licence upon residency without needing to take theoretical or practical driving tests.

Furthermore, holders of licences from 52 of those countries are permitted to drive in the UAE during visits that do not involve residency. South Korean nationals, however, are eligible to exchange their licences only upon obtaining residency status.

Exchange requirements and documentation

To qualify for a driving licence exchange in the UAE, applicants must hold a valid licence issued by an approved country, meet the minimum legal driving age requirements and have valid residency status. Applicants must also demonstrate residency, employment, study or residential ties within the relevant emirate and successfully complete an eye examination.

In certain cases, applicants may be required to surrender their original driving licence in line with bilateral agreements and memoranda of understanding.

Required documents include:

  • A legal translation of the original foreign driving licence
  • A copy of the original driving licence
  • Completion of applicable administrative procedures

The exchange fee is Dh600.

The Ministry of Interior provides these services through its smart application and official website under the “Murkhoos” initiative.
