Eligible UAE Residents Can Now Apply for Philippine e-Visas Online Without Visiting the Consulate.

Dubai: UAE residents holding foreign passports who require a visa to enter the Philippines can now submit their applications through a newly introduced electronic visa (e-Visa) platform launched by the Philippine Consulate General in Dubai.
The digital service is designed to simplify travel arrangements for eligible applicants visiting the Philippines for tourism, business, conferences, medical treatment and other short-term purposes.
The consulate officially began issuing e-Visas on October 26, following a two-week trial period to test the system.
Under the new arrangement, eligible applicants can complete the standard visa application process online without having to visit the consulate in person.
Ambrosio Brian Enciso III, Philippine consul general in Dubai and the Northern Emirates, said the initiative forms part of the government’s broader efforts to modernise public services and improve accessibility.
“We hope that the system will make travel to the Philippines faster and more accessible, especially for those who want to travel to the Philippines purely for tourism,” Enciso said during a press briefing at the consulate on October 26.
The Philippines’ electronic visa programme was initially introduced by the Department of Foreign Affairs in August 2023 and has gradually expanded to selected diplomatic missions worldwide.
The Philippine Embassy in Abu Dhabi began issuing e-Visas in March 2025, with the Dubai consulate now joining the initiative.
Philippine e-Visa: Applicants no longer need to visit the consulate

One of the most significant changes under the new system is the removal of the mandatory personal appearance requirement for eligible applicants.
The initiative aims to make visiting the Philippines more convenient for foreign nationals residing in the UAE, particularly those planning holidays and other short stays.
Citizens of 37 countries are required to obtain a visa before entering the Philippines.
At the Philippine Consulate in Dubai, visa applicants frequently include passport holders from Bangladesh, India, Iran, Iraq, Egypt, Lebanon, Palestine, Pakistan, Sri Lanka, Sudan, Syria, Ukraine and Yemen.
“The requirements are the same but we took one important thing out which is the personal appearance, which was a hindrance to a lot of people,” Enciso explained.
The consul general also highlighted Dubai’s diverse international population as an opportunity to encourage more visitors to explore the Philippines.
He noted that social media has contributed to growing awareness of the country’s tourism destinations, especially among younger travellers.
“If you want to see the Philippines for a few days, this is a very good option. And options are important.”
Philippine e-Visa fees, validity and processing times
The electronic visa platform supports eligible applications under the 9(a) temporary visitor visa category, which covers tourism, business activities, conferences, medical treatment and other approved short-term visits.
Depending on the traveller’s nationality and visa requirements, the permitted stay ranges from seven to 59 days.
Visas issued through the electronic platform cannot be extended or converted into another visa category.
How much does a Philippine e-Visa cost?
| Visa category | Fee | Processing time |
|---|---|---|
| Single-entry visa | Dh260 | 7–12 working days |
| Six-month multiple-entry visa | Dh420 | 15–40 working days |
| One-year multiple-entry visa | Dh580 | 15–40 working days |
Applications for multiple-entry visas continue to require approval from authorities in Manila.
As a result, processing times may vary depending on the relevant government agencies and the individual application.
The consulate will also continue providing traditional sticker visas alongside the new electronic system.
Applicants whose travel purpose or visa category is not supported by the e-Visa platform may still need to follow the existing consular application procedures.
Philippine e-Visa documents and eligibility requirements remain unchanged
Although the new platform allows eligible travellers to apply remotely, the Philippine Consulate has confirmed that the existing visa documentation requirements remain in place.
The main change is how applications are submitted, rather than the eligibility criteria or supporting documents required.
Applicants must therefore ensure that they meet the relevant visa conditions and provide the necessary documentation when completing their online applications.
The introduction of the e-Visa service is expected to make the process more convenient for eligible UAE residents by reducing the need for in-person consular visits while maintaining the existing assessment and approval procedures.
Philippine e-Visa: Required documents for UAE residents
Applicants seeking a Philippine e-Visa must submit the necessary supporting documents, even though the new system allows eligible travellers to complete the application process online.
The basic requirements include a recent identification photograph, a passport with more than one year of remaining validity and a valid UAE residence visa.
Applicants must also provide an original no-objection certificate (NOC) bearing a wet stamp.
Additional requirements for tourist visa applicants
Travellers applying for a tourist visa must provide:
- Bank statements: Statements covering the previous three months, bearing either a wet stamp or a digital stamp. The account must show a maintained balance exceeding Dh5,000 in each of the three months.
- Return flight reservation: A tentative booking showing the intended return journey.
- Accommodation details: A hotel reservation covering the planned visit.
- Alternative accommodation documentation: Instead of a hotel booking, applicants may submit a letter from a legally recognised Filipino relative, accompanied by the relative’s identification document and signature.
Applicants should ensure that their financial records and travel documents meet the consulate’s requirements before submitting their applications.
Additional requirements for business visa applicants
Those travelling to the Philippines for business purposes must submit a notarised invitation letter issued from the Philippines.
The application must also include identification documentation displaying the relevant signatory’s signature.
Where applicable, applicants must provide evidence of family relationships with Filipino nationals, such as a marriage certificate or birth certificate, together with the relative’s identification.
Previous visas and travel history
Applicants are also required to disclose details of any Philippine visas previously issued to them, where applicable.
Additionally, they must provide information about their international travel history over the preceding two years.
The Philippine Consulate has reminded applicants that all submitted documents must be accurate, complete and consistent.
Although the new platform simplifies the submission process, it does not change the existing visa eligibility requirements or document verification procedures.
Philippine e-Visa applications remain subject to official review
The introduction of the electronic visa system does not mean that applications will be approved automatically.
Philippine Consul General Ambrosio Brian Enciso III emphasised that immigration and consular officials will continue assessing applications according to the established procedures.
“The visa processing system will rely still on the visa processing that we have done, the system in place is still the same. We will evaluate the documents as they are submitted to us,” Enciso said.
This means applicants must continue meeting the relevant eligibility criteria and providing sufficient supporting documentation to demonstrate the purpose of their visit.

How secure is the Philippine e-Visa application system?
Responding to a Gulf News question about the protection of personal information submitted through the online platform, Enciso said the system uses security measures comparable to those applied to passport applications.
The consul general also addressed concerns about applicants submitting misleading or false information.
He stressed the importance of providing truthful details throughout the application process and warned that misrepresentation could result in removal from the country or blacklisting.
Applicants should therefore carefully review all information and uploaded documents before submitting their applications.
Does a Philippine e-Visa guarantee entry into the country?
Receiving an approved Philippine e-Visa does not automatically entitle a traveller to enter the Philippines.
“The principle involved here is the possession of a Philippine entry visa does not guarantee entry into the country,” Enciso explained.
Consul Paola Belle Ebora further clarified that the Philippine Bureau of Immigration remains responsible for protecting and managing the country’s borders.
As a result, travellers holding valid visas are still subject to immigration checks upon arrival, and the final decision on admission rests with the relevant Philippine immigration authorities.
“Maybe a concern would be what if this person should not be entering the Philippines? In that matter, it’s the Bureau of Immigration that safeguards our borders,” Ebora explained.
Consul General Ambrosio Brian Enciso III also expressed hope that future improvements to the electronic visa system would introduce additional biometric data collection capabilities and strengthen integration with immigration and security systems in other countries.
Such developments could further enhance identity verification and support more efficient immigration procedures.

Philippine e-Travel registration is still compulsory
Travellers entering the Philippines must continue to complete the country’s e-Travel registration within 72 hours before arrival, regardless of whether they hold an electronic or conventional visa.
The registration process is free and operates separately from the Philippine visa application system.
Passengers are advised to complete their e-Travel registration before departure to minimise the risk of delays or complications during immigration checks.
Although the new e-Visa platform makes applying for a visa more convenient, it does not eliminate other entry formalities or travel documentation requirements.
Philippines visa-free entry rules for Indian and Chinese nationals
Certain Indian and Chinese passport holders can visit the Philippines without obtaining a visa in advance, provided they meet the applicable entry conditions.
Indian passport holders: Visa-free visits of up to 14 days
Since June 2025, Indian nationals have been eligible to enter the Philippines without a visa for tourism or business visits lasting up to 14 days.
Under this arrangement:
- The maximum permitted stay is 14 days.
- The visa-free stay cannot be extended.
- The entry permission cannot be converted into another immigration status.
- Travellers planning longer visits or travelling for study, employment or transit must obtain the appropriate visa before departure.
Indian travellers should confirm that their intended activities and length of stay fall within the visa-free entry conditions.
Chinese passport holders: Visa-free entry for up to 14 days
Chinese nationals have also been eligible for visa-free entry to the Philippines for tourism or business purposes since January 2026.
The arrangement permits stays of up to 14 days, subject to the relevant immigration requirements.
The permitted stay is neither extendable nor convertible into another visa category.
Entry under this visa-free arrangement is restricted to two designated international airports:
- Ninoy Aquino International Airport (NAIA) in Manila.
- Mactan-Cebu International Airport in Cebu.
Chinese nationals intending to enter through other airports or travel for purposes outside the permitted categories should verify the applicable visa requirements before departure.
What UAE residents should know before travelling to the Philippines
The launch of the Philippine e-Visa service in Dubai offers eligible foreign residents a more convenient application process by allowing them to submit their documents online without attending the consulate in person.
However, the electronic platform does not change the existing visa eligibility conditions, documentation requirements or assessment procedures.
Travellers must also complete mandatory e-Travel registration and comply with immigration requirements upon arrival.
Before booking flights, passengers should verify the latest entry rules based on their nationality, intended length of stay and purpose of travel.
The new system is intended to improve accessibility for eligible visitors while maintaining the Philippines’ established visa processing and border security procedures.
