Dubai: Additional developers sign up for first-time homebuyers programme

Dubai developers provide first-time homebuyers with priority access, 2% discounts, flexible payment options, and waived administrative fees.

More property developers have signed up for Dubai’s First-Time Home Buyer (FTHB) Programme, offering UAE residents and investors an expanded range of properties ahead of the scheme’s launch.

The move follows strong early results for the initiative. According to Dubai Land Department data from January 2026, the programme has already helped over 2,000 residents buy their first homes within six months, generating Dh3.25 billion in residential sales.

Samana Developers and Qube Development have joined the initiative launched by the Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET).

Over 41,000 residents have registered for the scheme, with nearly half (49%) of the new homeowners having lived in Dubai for more than five years. This demonstrates the programme’s success in turning the city’s expatriate workforce into long-term property stakeholders.

Samana Developers announced it will provide first-time buyers with priority access to up to 10% of its inventory, a 2% discount, extended payment plans, and waived administrative fees across its projects in Arjan, Dubai Production City, and Dubai South.

Imran Farooq, CEO of Samana Developers, said, “The data is clear: residents are ready to plant roots in Dubai. With 23% of new investors in 2025 being residents, the shift from renting to owning is accelerating.” He added that Samana’s ‘Flexible Homes’ concept is specifically designed for this segment. The company closed 2025 with a record Dh7.1 billion in gross sales, ranking as Dubai’s fifth top off-plan seller with 16 new projects launched last year, ensuring a steady supply of inventory for the FTHB programme.

Qube Development confirmed it will allocate a portion of units in upcoming projects to eligible first-time buyers, offering priority access and exclusive incentives, including preferential pricing. CEO Egor Molchanov said, “Homeownership is a cornerstone of long-term economic stability and community building. By reserving units and providing exclusive incentives, we aim to strengthen buyer confidence, promote market inclusivity, and support Dubai’s long-term housing and economic goals.”

Sky View Development has also joined the First-Time Home Buyers (FTHB) Initiative, offering preferential pricing and dedicated inventory. Other participants in the programme include Azizi, Beyond Development, Binghatti, Damac, Danube, Ellington, Emaar, Majid Al Futtaim, Nakheel, Wasl, Arada, Irth, 4Direction, and Reportage.
