Changer.ae Limited (“Changer”), an Abu Dhabi Global Market (ADGM)-regulated virtual asset custodian, has announced the signing of a Memorandum of Understanding (MoU) with Tether, the world’s largest digital asset company and issuer of USD₮, to explore opportunities for regulated virtual asset transactions powered by USD₮.
The collaboration will focus on enhancing cross-border virtual asset transfer capabilities, supporting educational and acceleration initiatives in digital transformation, and developing blockchain-based digital asset infrastructure within the scope of each party’s regulatory approvals.
The MoU reflects a shared commitment to advancing blockchain innovation, expanding the adoption of regulated digital asset solutions, and supporting the continued growth of ADGM’s digital finance ecosystem. The partnership also strengthens ADGM’s position as a leading global hub for fintech innovation, digital assets, and emerging financial technologies.
Under the MoU, Changer.ae and Tether will explore opportunities to introduce regulated USD₮-to-fiat conversion services and develop blockchain-based infrastructure aimed at improving the efficiency, security, and interoperability of compliant digital asset transactions.
The agreement also covers potential collaboration in blockchain technologies, regulated digital asset infrastructure, virtual asset custody, and digital asset transaction services, subject to relevant regulatory approvals. By combining their expertise, the two organisations aim to support innovation, enhance operational efficiency, and promote the responsible adoption of digital assets.
Beyond technology development, Changer.ae and Tether plan to collaborate on educational and ecosystem-building initiatives, including workshops, webinars, executive masterclasses, and industry forums focused on blockchain innovation and digital transformation. The partnership will also seek to create strategic connections among investors, technology providers, corporate organisations, and portfolio companies to encourage knowledge sharing, collaboration, and new business opportunities.
As ADGM continues to expand its role as a global hub for digital assets and virtual asset regulation, the initiative supports the UAE’s broader vision of developing a future-ready digital economy. By combining Tether’s global expertise in stablecoin technology with Changer.ae’s regulated platform and regional market knowledge, the collaboration aims to explore practical blockchain applications that strengthen regulated digital asset connectivity and improve the efficiency of virtual asset transactions for businesses and institutions.
