The announcement highlights Dubai’s continued efforts to expand its infrastructure and prepare for future population growth, business expansion and rising economic activity.

Sheikh Mohammed made the remarks during the Mohammed bin Rashid Leadership Forum, an annual event focused on leadership and management, which opened at the Dubai World Trade Centre.

The gathering brought together approximately 1,000 senior leaders from Dubai’s government and private sectors, alongside industry specialists, policymakers, academics and decision-makers.

The forum was attended by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Executive Council of Dubai.

Other prominent attendees included Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, President of the UAE Olympic Committee; Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture and Arts Authority; and Mohammad bin Abdullah Al Gergawi, Chairman of The Executive Office of Sheikh Mohammed bin Rashid Al Maktoum and Chairman of the Mohammed Bin Rashid Center for Leadership Development.

Dubai building a ‘city within a city’

Addressing the forum, Sheikh Mohammed described the scale of Dubai’s ongoing transformation, emphasising that the emirate is entering another significant phase of development.

“Dubai is building a city within a city. Today we have Dh2.1 trillion in active projects underway, with more to be announced in the coming phase. Our momentum is continuous and our achievements are ongoing. This is a remarkable period for growth and development; the ideal time to invest in Dubai and its infrastructure. Dubai is preparing for a new phase of economic growth through heavy investment in housing, transportation and infrastructure.”

He explained that the investments are intended to ensure Dubai can accommodate future growth while maintaining its attractiveness as a global destination for residents, businesses and investors.

“Today, we build the infrastructure of tomorrow by expanding Dubai’s capacity to accommodate the growth of its population, businesses and economic sectors. Our goal is to ensure Dubai remains ready for growth, while delivering the highest standards of living, working and investing.”

Sheikh Mohammed also stressed the importance of proactive leadership, encouraging decision-makers to anticipate emerging challenges and translate strategic plans into measurable achievements.

“Cities that aspire for progress act before others. We want leaders who can read shifting dynamics, make swift decisions, and transform ideas into projects and projects into tangible outcomes that people can feel in their lives.”

Major investments across housing, transport and infrastructure

Dubai’s extensive development portfolio includes projects spanning residential communities, transportation networks, aviation facilities, economic zones and commercial real estate.

The investments also cover essential public utilities and urban infrastructure, including water supply, electricity, sewerage systems and landscaping.

Together, these initiatives are designed to strengthen the emirate’s capacity to accommodate continued development while supporting economic activity and improving urban services.

The pipeline includes several major projects with significant financial commitments across key sectors.

Dh1.1 trillion allocated to real estate projects

Real estate development accounts for a substantial share of Dubai’s ongoing investment plans, with approximately Dh1.1 trillion allocated to property projects through 2030.

The developments form part of the emirate’s wider strategy to expand its residential and commercial infrastructure in response to growing demand.

Dh128 billion for Al Maktoum International Airport

Aviation remains another major focus of Dubai’s long-term infrastructure programme.

An investment of Dh128 billion has been allocated to the development of Al Maktoum International Airport.

The project is designed to create the world’s largest airport, with the capacity to handle up to 260 million passengers annually as development progresses over the coming decade.

The expansion is expected to strengthen Dubai’s aviation infrastructure and support its position as a major international travel and logistics hub.

Dh328 billion for Emirates and flydubai fleet expansion

Dubai is also committing substantial resources to expanding the aircraft fleets of Emirates and flydubai.

Approximately Dh328 billion has been earmarked for fleet expansion, supporting the airlines’ future operational requirements and growth plans.

In addition, Dh18.7 billion has been allocated to a new Emirates engineering and maintenance complex.

The facility forms part of broader efforts to enhance the emirate’s aviation support infrastructure and accommodate the requirements of an expanding airline fleet.

Collectively, the investments underline Dubai’s long-term approach to urban development, with major projects across real estate, aviation and public infrastructure intended to support the emirate’s next phase of economic expansion.

Dubai unveils major investments in transport, infrastructure and utilities

Dubai’s ambitious development programme also includes substantial investments in financial districts, public transport, roads, utilities and environmental sustainability as the emirate prepares for continued population and economic growth.

Among the major planned developments is an investment exceeding Dh100 billion for Phase 2 of the Dubai International Financial Centre (DIFC), aimed at supporting the expansion of the emirate’s financial and business infrastructure.

Another Dh100 billion has been earmarked for road improvements and the development of the Dubai Metro Blue and Gold lines, strengthening connectivity and expanding public transport options across the city.

The Dubai Exhibition Centre is also set for a major expansion, with Dh10 billion allocated to enhance its facilities and accommodate future exhibitions, conferences and international events.

Significant funding has also been directed towards improving essential infrastructure.

The Dubai Strategic Sewerage Tunnels system will receive an investment of Dh80 billion, while Dh30 billion has been allocated to the Tasreef rainwater drainage project, which aims to strengthen the city’s capacity to manage heavy rainfall.

Additionally, Dh151 billion will be invested in new electricity and water grid infrastructure to support rising demand from residential, commercial and industrial developments.

Environmental initiatives are also included in the investment programme, with Dh4 billion allocated to Dubai’s Blue and Green Spaces Roadmap, supporting the development of urban green areas and public spaces.

Dubai plans approximately 350,000 new homes

Alongside its major infrastructure investments, Dubai is preparing to expand its residential housing supply to accommodate the emirate’s growing population.

Development plans include the delivery of approximately 350,000 residential units, supported by improvements to transport networks and essential public services.

The housing expansion is intended to progress alongside wider infrastructure development, ensuring that new communities have access to transport connections, utilities and other facilities needed to support long-term urban growth.

These initiatives form part of Dubai’s broader strategy to strengthen its residential capacity while maintaining high standards of living and supporting continued economic expansion.

Mohammed bin Rashid Leadership Forum focuses on future-ready governance

The Mohammed bin Rashid Leadership Forum reflects the vision of Sheikh Mohammed bin Rashid Al Maktoum to develop a world-class leadership environment capable of anticipating future challenges and creating new opportunities.

The event also represents an important step towards establishing his leadership and management principles as a structured operational framework across Dubai’s government entities.

By bringing together senior officials, business leaders and specialists, the forum aims to promote effective management practices, encourage knowledge sharing and strengthen institutional performance.

Discussions focus on exchanging practical experiences, exploring innovative approaches to leadership and identifying strategies that can improve decision-making across public and private sector organisations.

The gathering also provides a platform to present upcoming Dubai initiatives and highlight the emirate’s long-term development priorities.

Encouraging innovation and strategic leadership

A central objective of the forum is to equip leaders across Dubai’s government departments and economic sectors with the skills and perspectives needed to respond to global developments.

The event encourages collaborative strategic thinking, informed decision-making and the adoption of innovative leadership models.

It also seeks to strengthen cooperation between institutions, enabling leaders to translate long-term plans into practical outcomes.

Through these efforts, the forum aims to support Dubai’s development vision by ensuring that leadership capabilities evolve alongside the emirate’s expanding economy, infrastructure and population.
