Renting a Bedspace in Dubai? Check Compliance with the New Shared Housing Regulations Before Moving In.

Dubai: Planning to rent a bedspace in Dubai? Finding accommodation in one of the emirate’s more than 44 designated shared housing areas does not necessarily guarantee that the property meets the latest regulations.
According to Dubai Municipality’s updated guidelines, announced on October 7, 2026, shared residential properties must comply with specific licensing, occupancy limits and safety standards.
Before paying a deposit or moving into shared accommodation, tenants should verify that the property meets the required conditions.
Here are five important factors to consider when checking whether a bedspace complies with Dubai’s new shared housing regulations.
1. Is the Property Located in an Approved Shared Housing Zone?
Dubai Municipality has designated more than 44 locations across the emirate where shared accommodation is allowed.
Among the approved neighbourhoods are Al Barsha 1, Al Rigga, Karama, Al Nahda 1 and 2, Al Qusais, Naif, Oud Metha, Al Muraqqabat, Jumeirah 1 and Al Warqa 1.
However, certain neighbourhoods, such as Al Satwa, Abu Hail, Al Baraha, Mankhool and Al Jaffiliya, permit shared housing only within specifically designated sections.
Additional restrictions apply to properties situated along major roads, including Sheikh Zayed Road, Jumeirah Road, Al Wasl Road and Baniyas Road, where shared accommodation is limited to families.
Importantly, a property’s location within an approved neighbourhood does not automatically make it eligible for shared accommodation.
Individual buildings and residential units must also satisfy Dubai Municipality’s urban planning, building standards and occupancy regulations, along with securing the appropriate approvals and permits.
2. Is the Bedspace Provider Legally Authorised?
Under Dubai’s updated shared housing regulations, only property owners and properly authorised establishments that fulfil the applicable licensing and permit conditions can offer shared accommodation.
Before making any payment, prospective tenants should confirm that the individual or company offering the bedspace has the necessary authorisation to rent out the property.
Under the updated regulations, tenants who lease residential properties are not automatically permitted to sublet individual rooms or bedspaces to other occupants.
For instance, a tenant paying Dh6,000 per month for a two-bedroom apartment cannot simply add bunk beds and collect Dh1,000 each from six additional residents without obtaining the required authorisation.
Even receiving verbal permission from the landlord does not necessarily make such an arrangement legal under Dubai’s revised shared accommodation rules.
Prospective tenants should therefore verify whether the bedspace is being offered by the property owner or a properly licensed establishment before handing over any deposit.
3. What Is the Minimum Bedroom Space Required Per Person?
Dubai Municipality’s technical standards require a minimum of five square metres of bedroom space for each resident in shared accommodation.
For example, if four individuals occupy the same bedroom, the room must measure at least 20 square metres to satisfy the minimum space requirement.
However, meeting this requirement alone is insufficient. The total number of residents must also remain within the property’s authorised occupancy capacity and comply with applicable health and safety regulations.
In residential units approved for individual accommodation, multiple residents may share bedrooms. Living rooms may also be used as accommodation spaces, provided such arrangements are officially permitted.
Before agreeing to rent a bedspace, tenants should confirm the number of people sharing the room and ensure that sufficient personal space is available under the municipality’s standards.
4. Does the Accommodation Provide Sufficient Bathrooms and Common Facilities?
Dubai Municipality’s updated guidelines require shared housing units to provide at least one fully equipped bathroom for every four residents, regardless of whether the accommodation is designated for families or individuals.
Each complete bathroom must contain a washbasin, toilet and shower.
For accommodation designated for individuals, separate toilet and shower facilities may be provided, subject to the following minimum requirements:
- Toilets: At least one toilet for every four occupants.
- Showers: At least one shower for every six occupants.
This separate-facility arrangement applies only to shared accommodation approved for individuals.
Additionally, buildings accommodating individual residents must provide suitable communal spaces for dining and recreational activities, as well as sufficient facilities for washing and drying clothes.
Tenants should inspect these facilities before moving in to ensure that the accommodation meets the required living standards.
5. Has the Property Obtained the Necessary Permits and Safety Clearances?
A bedspace may be located within an approved shared housing neighbourhood and satisfy the minimum bedroom space requirements, but the property must still have the appropriate authorisation from Dubai Municipality.
Under the updated framework, shared residential properties are required to secure the relevant permits and comply with applicable safety regulations before being used for shared accommodation.
Applications for new shared housing permits and renewals of existing approvals are handled through the Build in Dubai platform.
Before a shared housing permit can be granted, properties must demonstrate compliance with Dubai Civil Defence regulations, including the installation and proper functioning of fire alarm and firefighting systems.
Shared accommodation facilities must also satisfy the Security Industry Regulatory Agency (SIRA) standards concerning CCTV surveillance and security arrangements.
Furthermore, in cases where regulations require an entire building or villa to be designated for shared accommodation, property owners cannot independently convert individual sections into shared housing without securing the necessary official approvals.
What Is the Compliance Deadline for Existing Shared Housing Properties?
Dubai Municipality has introduced a one-year grace period, running from September 8, 2026, until September 8, 2027, allowing existing shared accommodation operators to bring their properties into compliance with the updated regulations.
During this transition period, operators are expected to complete the necessary procedures and ensure their properties meet the municipality’s licensing, occupancy and safety requirements.
However, the grace period does not allow property owners or operators to disregard existing construction violations, unauthorised changes in property use or conditions that pose risks to public safety. Such issues must still be addressed in accordance with applicable regulations.
For individuals planning to rent a bedspace in Dubai, verifying the property’s approved location, the provider’s legal authorisation, occupancy limits and essential safety measures is crucial before making any payment or signing a rental agreement.
