Dubai Shared Housing: A Complete Step-by-Step Guide to Property Registration

Property owners have until September 8, 2027, to comply with shared housing regulations, but the grace period excludes building violations and unauthorised changes in property use.

Dubai has introduced new regulations governing shared housing, giving property owners and accommodation operators a one-year grace period to meet the updated requirements.

According to a circular issued by Dubai Municipality, shared accommodation will now be classified into two categories: individual housing and family housing.

Under the revised regulations, shared housing facilities can operate only in areas officially approved by Dubai Municipality.

The authority has identified more than 44 designated locations where shared accommodation is permitted, including Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga.

Dubai Municipality has also indicated that additional approved locations will be announced in the future.

However, properties situated along prominent commercial and tourist roads will face specific restrictions.

Buildings located on major routes such as Bani Yas Road, Sheikh Zayed Road, Jumeirah Road and Al Wasl Road may be used for family accommodation only. Individual shared housing will not be permitted in these locations.

How to Apply for a Shared Housing Permit in Dubai

Property owners and accommodation operators seeking to register their premises for shared housing must follow the application process established by Dubai Municipality to obtain the necessary permit.

Step 1: Verify Whether the Property Is in an Approved Location

Property owners must first confirm that their building or villa is situated within one of the 44 designated areas approved by Dubai Municipality for shared accommodation.

Properties located outside these authorised zones are not eligible for registration under the shared housing regulations.

Step 2: Select the Appropriate Housing Category

Owners must decide whether their property will be used for individual accommodation or family accommodation.

The entire building or villa must fall under a single category, as the regulations prohibit combining individual and family housing within the same property.

Step 3: Comply With Minimum Space and Facility Standards

Before applying for a permit, property owners must ensure that their premises meet the required accommodation and infrastructure standards.

Under the new regulations, each resident must be provided with at least 5 square metres of bedroom space.

For family accommodation, every family must have a separate bedroom equipped with its own bathroom.

Kitchen facilities must provide a minimum of 1 square metre of space per resident.

Bathroom requirements are also based on the number of occupants. Where toilets and showers are combined, there must be at least one bathroom for every four residents.

If toilets and showers are provided separately, the property must have at least one toilet for every four occupants and one shower for every six occupants.

Additionally, bicycle parking facilities must accommodate at least 10% of the property’s total number of residents.

Step 4: Apply for a Shared Housing Building Permit

After ensuring compliance with the required standards, property owners must obtain the necessary building permit for shared accommodation.

This requirement applies to newly constructed properties as well as existing buildings and villas that require modifications to meet the regulations.

Applications must be submitted through the Dubai Building Platform with the assistance of an appointed engineering consultancy.

Dubai Municipality will provide training to engineering consultancy offices to familiarise them with the electronic procedures for obtaining shared housing permits.

Step 5: Submit the Required Plans and Documentation

The appointed engineering consultancy must submit detailed property information and supporting documents as part of the application process.

These documents should include building identification numbers, apartment and room numbers, floor areas, accommodation categories and proposed occupancy levels.

The consultancy must also verify that the property complies with all applicable fire safety, sanitation, environmental and security standards.

Step 6: Obtain the Shared Housing Permit

Once the property receives its completion certificate, the authorities will issue the shared housing permit.

The permit will contain the relevant property and occupancy details required by the Dubai Land Department, enabling tenancy contracts to be issued for residents.

Dubai has also previously announced plans to introduce a dedicated rental index for shared accommodation, aimed at providing a framework for this segment of the rental market.

Step 7: Renew the Permit Before Expiry

Shared housing permits are generally valid for one year and can be renewed upon expiry.

Applicants also have the option to request a permit with a two-year validity period.

Property owners and accommodation operators must submit renewal applications at least 30 days before the existing permit expires to maintain compliance.

Compliance Deadline and Penalties

Property owners and operators have until September 8, 2027, to bring their shared housing arrangements into compliance with the new regulations.

However, this grace period does not apply to existing building violations or unauthorised changes in property use.

Failure to comply with the applicable requirements could result in financial penalties ranging from Dh500 to Dh500,000, depending on the nature of the violation.
