For Al Qubaisi, national capability therefore means making strategic choices rather than trying to eliminate international dependence.

“It’s not about having everything,” he said. “It’s how you are able to do specific things, important things, sovereign things that are really meaningful, that have great strategic value but also great commercial value.”

One example is the lander aboard MBR Explorer.

The Technology Innovation Institute in Abu Dhabi is leading the design, development and testing of the lander, which will eventually separate from the spacecraft and attempt to reach Justitia.

The project is also creating opportunities for UAE startups to participate, while half of the wider asteroid mission’s work has been allocated to UAE-based companies.

That makes the programme a more tangible form of capability-building than simply placing a national flag on a spacecraft. Engineers and institutions inside the country are having to learn how to design, build and test hardware capable of operating millions of kilometres from immediate human support.

The same philosophy is visible much closer to Earth.

Choosing which technologies to bring home

The UAE’s Sirb programme is developing a constellation of synthetic-aperture radar satellites, which use radar rather than conventional optical cameras to produce images of the Earth’s surface.

Support for the sporting director reportedly weakened as the club continued to lose high-profile players such as Riyad Mahrez and Franck Kessié, while bringing in players such as Baby Cabral, who made only 114 minutes of appearances for AS Monaco last season.

The Saudi club reportedly paid €12 million for the Senegalese-born player, despite his reported market value being around €1.2 million.

The frustration was not limited to the supporters. Senior players, including Merih Demiral, Edouard Mendy and Ivan Toney, were also reportedly unhappy with Pedro and wanted him to leave.

Pedro joined Al Ahli last October after previously holding a similar sporting role at Benfica.
