The Ministry of Human Resources and Emiratisation (MOHRE) has introduced a comprehensive set of regulations for labour accommodation, requiring free internet access alongside upgraded health and welfare facilities to improve living standards.

Under the new guidelines, employers must provide licensed and suitable housing for workers or offer a housing allowance. Accommodation housing 1,000 workers or more must include 24-hour medical clinics, as well as recreational spaces and financial service facilities.

The ministry also requires accommodation managers to organise social and recreational activities during official holidays, with the aim of supporting workers’ psychological wellbeing.

Labour accommodations must be situated close to industrial zones and transport networks, while remaining a safe distance from family residential areas and environmental hazards.

The regulations also require adequate lighting, sanitation, food preparation facilities, and access to clean drinking water, in addition to pest control systems and safe gas installation standards.

In addition, employers are required to provide first aid rooms, isolation areas, and emergency response plans, while larger accommodations must include on-site doctors, nurses, and ambulances.

The ministry also emphasised the importance of providing written guidance in multiple languages, covering workers’ rights and responsibilities, occupational health and safety instructions, and contact details for relevant government authorities for complaints or assistance. It further called for clear emergency signage, evacuation plans, fire prevention procedures, and instructions on the use of firefighting equipment, along with regular emergency evacuation drills for workers and residents.

Authorities said these measures are part of a broader framework aimed at ensuring compliance, improving quality of life, and strengthening worker protection across the country.
