Dubai Police and DCAA sign MoU to enhance safety and regulate parachuting activities.

Dubai: Dubai Police and the Dubai Civil Aviation Authority (DCAA) have signed a memorandum of understanding (MoU) to regulate parachuting activities across the emirate and strengthen air safety, aligning with national strategic priorities and Dubai’s wider public safety framework.

The agreement was signed by Brigadier Dr Mubarak Saeed Salem bin Nawas, Director of Lahbab Police Station, representing Dubai Police, and Ahmad Ali Belqaizi, Executive Director of the Aviation Safety and Environment Sector at DCAA, highlighting both organisations’ commitment to enhanced institutional cooperation and operational coordination.

The MoU seeks to unify parachute activity management according to international standards, strengthen responses to related incidents, and clearly define roles and responsibilities, improving operational efficiency while maintaining the highest levels of air safety.

Under the agreement, Dubai Police will take the lead in emergency response operations for parachute-related accidents, conduct investigations, gather evidence, and register cases following approved procedures. The force will also work with relevant authorities to implement joint awareness and educational programs in collaboration with DCAA.

Meanwhile, DCAA will manage the development and ongoing updating of regulations for parachute activities in accordance with aviation safety standards. Its responsibilities include monitoring compliance through inspections and audits, issuing licences and permits, and running specialised awareness and training programs.

The authority will also assist in training selected police personnel on procedures for investigating parachute-related incidents within designated activity zones across Dubai.
